Since starting Retail Attractions, LLC, in 2007, Rickey has helped cities launch millions of feet of retail and restaurant space and reap the associated benefits in the additional sales tax revenues, the improvement of the quality of life in the community that new retail brings and has provided economic development consulting services in over 525 cities in 39 states. Retail Attractions, LLC has consulted with both the public and private sectors, and Rickey has worked with cities, counties, state agencies, as well as a couple sovereign nations. Rickey has worked with hundreds of cities directly as a contract consultant, and has also worked with the private sector by consulting with developers, banks, brokers, real estate agents, franchise owners, private land owners and various retail and restaurant brands.

     Rickey has developed an extensive personal network of relationships in the retail and restaurant industry, as well as relationships with those involved in retail development such as engineers, architects, developers, site selectors, land planners, and lenders. Rickey also has demonstrated success in creating effective and unique financial and incentive options that expedite the success of the public / private partnerships that are required for complex development projects.
Rickey’s career in public service started in law enforcement, and then moved to economic development when he moved from Texas to the Tulsa area in 2000 and became director of economic development for the City of Owasso, Oklahoma. While in that role, Rickey oversaw the development of over 10 million square feet of retail, restaurant, and other mixed uses of development including medical, office, warehouse, and other commercial real estate product as well as multi-family and single-family residential development worth hundreds of millions of dollars.

     Rickey lives and works in Owasso, Oklahoma and is married to his wife, Wendy. They have 4 children, and 5 grandchildren. Rickey holds an undergraduate degree in criminal justice and a masters degree in counseling .
